Guangzhou has become one of the eight global logistics hubs in the Asia-Pacific region

According to the "2015 Asia-Pacific Logistics Hub Research Report" pointed out that the overall market size and business environment of the 67 logistics hubs in the Asia-Pacific region after the rating of the three factors, Hong Kong, Guangzhou, Shanghai, Shenzhen, Tianjin, Tokyo, Osaka-Kobe and Singapore eight Asia-Pacific logistics centers are included in the global logistics hub.

As a regional manufacturing center, the Guangzhou government's investment in logistics infrastructure in recent years, as well as the advantages of being closely connected with important international transport networks, sufficient high-standard logistics storage space, and the world's best logistics operators have landed, may allow Guangzhou to maintain the world's top status in the next 15 years. Influenced by the signing and implementation of multilateral trade agreements and the gradual formation of new trade corridors, Guangzhou needs to continue to increase investment in logistics infrastructure in the future to improve production efficiency and maintain its leading position.

The current dominant global logistics hubs will remain strong until 2030, with their location along major trade corridors, close connections to major international transport networks, ample high-standard logistics storage space, and the world's best logistics operators ensuring their global status.

1. Policy planning The 13th Five-Year Plan of Guangzhou, adopted on December 3, 2015, proposes to focus on building an international logistics center.

Strengthen the status of the best logistics standardization demonstration city and the best comprehensive transport service demonstration city, strengthen the construction of cross-border logistics systems with neighboring countries and regions, build the Asia-Pacific air cargo logistics center, and build an international logistics hub city.

We will promote the transformation and upgrading of special customs supervision areas, optimize the layout of logistics parks and specialized logistics bases, improve the layout of integrated transport channels and transportation hubs, coordinate the construction of logistics warehouse distribution bases, build a number of modern logistics distribution centers, and form a network logistics infrastructure system.

Encourage production enterprises and commercial enterprises to divestify or outsource logistics functions, vigorously develop international logistics, airport logistics, bonded logistics, urban and rural logistics, smart logistics, green logistics, cold chain logistics, and cultivate and expand a number of backbone logistics enterprises.

Plan to build a third-party and fourth-party logistics service center with strong comprehensive service functions, establish and improve a modern logistics service system, expand and strengthen Guangzhou Logistics Exchange, improve supply chain management and logistics service level, improve distribution efficiency, and reduce logistics costs. Strengthen the construction of logistics standardization, and improve the standardized operation level of logistics services, logistics facilities and equipment.

2. Financial support

Since 2012, a special fund for modern logistics development has been set up in the development fund of the city's strategic leading industries, focusing on supporting construction projects such as logistics centers, urban logistics distribution, cold chain logistics, cross-border e-commerce, sling transportation, logistics technology application, logistics informatization and logistics standardization system, and achieving obvious results.

On November 23, 2015, the executive meeting of the Guangzhou Municipal Government decided to continue to establish a special fund for the development of modern logistics in Guangzhou. From 2016 to 2020, 30 million yuan will be arranged every year to support the development project of modern logistics in Guangzhou.

3. Transportation facilities

Guangzhou will invest more than 100 billion yuan in 60 projects around the construction of the international shipping center. By 2017, the cargo throughput of Guangzhou Port will reach 550 million tons and the container throughput will reach 20 million TEUs. Around this goal, Guangzhou Port will promote a series of projects, including Nansha Port Phase III, Phase IV project, Nansha International Cruise Terminal project and so on.

It will also build a smart international shipping logistics hub, rely on Nansha Pilot Free Trade Zone, Nansha Bonded Port Zone and other parks, vigorously develop international transit, international distribution and international entrepot trade, accelerate the construction of bonded logistics and bonded offshore goods and other bases, and form a bonded logistics network system that is in line with the international market.

In 2015, Guangzhou formulated a three-year action plan to accelerate the development and construction of Guangzhou Airport Economic Zone, proposing that in the future, Guangzhou Airport Economic Zone should be built into an important aviation economy demonstration zone in China, the "Belt and Road" opening to the outside world, and the international airport industry and city integration leading area.

From 2015 to 2017, the key development area of Guangzhou Airport Economic Zone plans to promote 53 key projects in the fields of infrastructure, aviation maintenance, aviation logistics, and business headquarters, with a total investment of more than 70.8 billion yuan. By 2017, the passenger throughput of Guangzhou Baiyun International Airport reached 66 million passengers, an average annual growth of 6.5%; Cargo throughput reached 1.9 million tons, an annual increase of 9.5%.

According to Guangdong province's plan, it plans to invest 10 billion yuan to build Guangzhou North Railway Station into a large-scale comprehensive transport hub in the Asia-Pacific region, when its scale will far exceed that of Guangzhou South Railway Station. Freight transportation is an important function of Guangzhou North Railway Station. If Guangzhou is connected to the Rong-Europe Express rail, it will run through the land Silk Road in Guangzhou.
